The Pentahelix Support Landscape for Indonesia’s Digital Transformation

The pentahelix approach forms part of the vision and mission of the Ministry of Communication and Digital Affairs (Komdigi) in advancing Indonesia’s digital transformation. Rather than relying on a single actor, the strategy emphasizes cross-sector collaboration among government, academia, businesses, communities, and media to accelerate equitable connectivity, strengthen digital governance, and expand the use of technology across various sectors.

The importance of cross-sector collaboration was also emphasized by Minister of Communication and Digital Affairs Meutya Hafid during Komdigi’s 24th anniversary celebration in late 2025. “My direction is clear: uphold integrity and professionalism, continue the good work, and strengthen collaboration. I never tire of repeating the word collaboration, because only through it can we achieve major results,” Meutya said.

In practice, Komdigi’s pentahelix ecosystem brings together at least 1,096 entities across various regions of Indonesia. This scale of participation shows that the national digital agenda is being advanced through a broad collaborative network encompassing central and regional government institutions, universities, companies across multiple sectors, community organizations, and media institutions.

The composition of the pentahelix ecosystem shows particularly strong participation from the business sector, followed by significant contributions from academia and communities. A review of the organizations within the ecosystem also reveals the wide variety of institutions involved.

On the government side, participation comes not only from ministries and technical agencies, but also from regional leaders and public service institutions that interact directly with communities and investment activities. In academia, the presence of universities and technology-focused higher education institutions helps strengthen the supply of digital talent while supporting applied research for industry. 

Business participation also spans a broad spectrum, ranging from technology companies and financial institutions to the creative industry, services, and commerce. Geographically, the largest concentration of participation was recorded in the East Java hub, where the business sector also represented the dominant component at 30 percent. 

The strength of the business sector within the pentahelix structure is also reflected in the distribution of its most active industries. Technology and digital infrastructure serve as the main drivers, followed by media, education, and increasingly digitalized financial services. 

The presence of these sectors indicates that the growth of Indonesia’s digital economy is being driven by the integration of services, data, and platforms across various industries.

Overall, Komdigi’s pentahelix landscape reflects an increasingly mature collaborative ecosystem involving more than a thousand entities. The next challenge lies in maintaining the quality of collaboration, expanding regional participation, and ensuring that technology adoption generates meaningful economic and social value. Without sustained coordination, a large number of participants may not necessarily translate into a proportionate impact on digital transformation.
